Before breeding, make sure you have space within your horse limit.

Breeding does take horse ownership limits into account, which means:

• You must have room for the foal
• If you are at your horse limit, horses will not breed
  

If you are close to your limit, consider focusing on gaining xp through challenges, quests, or jobs.
